Gujarat government has ordered transfer of six IPS officers.

DSP Gandhinagar Archana Shivhare is now DCP Surat.

DCP(Traffic) Ahmedabad SM Khatri is now DCP(Zone five) Ahmedabad replacing Parikshita Rathod.

SRP group four, Pavdi, Dahod Senapati DH Parmar is now DCP(Traffic) Ahmedabad.

DCP(Zone two) Ahmedabad Sharad Singhal is now DSP Gandhinagar replacing Archana Shivhare.

Senapati of Banaskantha’s Madana based SRP group LL Ninama replaces Sharad Singhal as DCP(Zone two) Ahmedabad.

DCP(Zone five) Ahmedabad city, Parikshita Rathod replaces VV Chaudhary as Police Superintendent(Intelligence) Gandhinagar.

Ahmedabad, 6 November 2012

Gujarat Congress in its complaint to the Election Commission today targeted Under Secretary Bharat Vaishnav who allegedly touched the feet of the Chief Minister during recent visit to his office. Bharat Vaishnav is Under Secretary in the Election Commission.

In its complaint draft, the Gujarat Congress said: “Gujarat govt Under Secretary Shri Bharatbhai Vaishnav touched the feet of the Chief Minister when he went to meet him recently. As he is impressed by the Chief Minister, there’s a question mark on how he would be able to do his duty neutrally as an Under Secretary in the Election Commission!”

In its complaint, the party further said, “if he did this due to his personal relations it is well understood, but he is Under Secretary in the election commission, and therefore his this step will naturally come in the way of execution of electoral process. Therefore this matter should be taken seriously and proper steps should be taken immediately.”

Gujarat Congress has enclosed a photograph with the complaint in which Vaishnav is seen trying to touch the feet of Modi.

Murder and other charges framed against Sanjiv Bhatt

Ahmedabad, 8 November 2012

A local court in Jamnagar today framed charges of murder and other offences against suspended IPS officer Sanjiv Bhatt and six others in a 22-year-old custodial torture case. Mr Bhatt is currently under suspension.

On October 10, 1990, 133 people, including one Prabhu Das Vaishnavi, were arrested in the wake of communal flareup at Jamjodhpur. They were kept in police custody before Vaishnavi was admitted in a hospital upon his release November 8, 1990. He died after 10 days in the hospital.

Varesh Sinha is new Chief Secretary of Gujarat

Varesh Sinha has been appointed as a new Chief Secretary of Gujarat state. Outgoing Chief Secretary Shri AK Joti retires on 31 January 2013. Shri Sinha will replace him. Joti is Chief Secretary of Gujarat since January 2010.

1977 batch Indian Administrative Service(IAS) officer Dr. Varesh Sinha is presently the Additional Chief Secretary of Finance department, Government of Gujarat. Before then he served as Additional Chief Secretary, Home and Labour and Employment departments. Prior that he was Principal Secretary, Education department. He has held several important positions with Government of Gujarat having worked in various sectors like Tourism, Agri-business, Energy, Education, Panchayat, Urban, Labour, Home, Finance, etc.

Shri Sinha has graduated in Science [Physics & Maths] and has completed his Masters in “Mathematical Statistics”. He has also done Master of Business Administration [MBA] and Ph.D. [Statistics]. During his career, he has held key positions at the State Government level.

Thanks to the file tracking system (Employees work management system) introduced by the Mehsana district administration, nowadays as many as 1100-1200 files are cleared every month, compared to 500-600 files per month in past.

The 100% increase in efficiency is thanks to Collector Rajkumar Beniwal’s initiative of assigning specific time limit for file clearance. The Collector keeps watch over the movement of files through online tracking system. Thus information on status and location of any file is on his fingertips.

The employees are answerable to Collector on delay of any file. This eliminates chances of corrupt practice. The state government, happy with this initiative has asked other districts to study the model and adopt it.

Dr. Hasmukh Adhia, IAS (Gujarat 1981) Principal Secretary to Government, Education department, Gandhinagar is transferred and appointed as Principal Secretary to Government, Finance department, Gandhinagar replacing Dr. Varesh Sinha, IAS.

Dr. Adhia, IAS will hold the additional charge of the post of Principal Secretary, Education department, Gandhinagar until further orders.

It should be mentioned that outgoing Principal Secretary of Finance department, Government of Gujarat Dr. Varesh Sinha has been appointed as new Chief Secretary of Gujarat replacing Shri AK Joti who retired today from service.

With the end of the month of January, Chief secretary AK Joti, 1980-batch IAS officer and managing director of Sardar Sarovar Narmada Nigam Limited S.Jagadeesan, and GMDC managing director and commissioner of land reforms VS Gadhavi retired from service. But this is just starting of the year. In next few months, as many as nine more IAS officers are going to retire. Following is a list:

-Ravi Saxena, a 1978-batch IAS officer, ACS of science & technology department, will retire in March this year.

-Former municipal commissioner of Ahmedabad and currently principal secretary of urban development department, IP Gautam, will retire in April this year.

-K Kailashnathan, ACS to the chief minister, will superannuate in May.

-1977-batch IAS officer RK Tripathy, principal secretary of agriculture department, will also superannuate in May.

-Arunkumar Sutaria, IAS of 1982-batch, who is posted as revenue inspection commissioner, will retire in June.

-Four promotee IAS officers will also retire in the coming months. They include MV Joshi, currently settlement commissioner & director of land records, and RS Patel, posted as director of social defense. Both will retire in February.

-DG Jhalawadia, director, civil supplies department, will retire in March, while MV Pargi, who is currently Kheda district collector, will retire in May.

Gujarat Chief Minister Narendra Modi today met in New Delhi the Indian Administrative Service (IAS) officers of Gujarat cadre on deputation in various departments of the Central Government with a commitment to the state’s development.

Mr. Modi briefed them about ways to implement Gujarat’s trend-setting projects and programmes, looking to their experience and proficiency. They discussed a wide range of issues.

Gujarat Government’s Principal Resident Commissioner Bharat Lal was also present during the meeting.

A unique initiative of Banaskantha district administration against malnutrition

In a unique initiative against malnutrition, 237 government officers and employees working in Banaskantha district administration have accepted responsibility for adoption of 3760 severe malnourished children in the district.

Each of the 237 officer has been allotted not more than 20 children. The govt employees right from the top rank of Collector and DDO will personally visit adopted malnourished children assigned to them. The govt officers/employees will interact with Anganwadi teachers and parents, will ensure proper food, milk and healthcare resources, will hold medical checkup and supervise progress of severely malnourished children on regular basis.

According to Shri SM Patel, District Development Officer of Banaskantha district, 237 govt officers and employees have shown readiness to adopt malnourished children. Not more than 20 children are allotted to any of the employees part of this voluntary initiative. Leading local people and institutions in district will also be connected to this task. The target is complete removal of malnourishment among children in this district within the span of next five-six months.

It should be mentioned that according to official figures, Banaskantha district in north Gujarat has presence of 9900 malnourished and 3760 severely malnourished children.

The district administration has targeted to address 3760 cases of severe malnourishment first.

Adoption of children is one of the initiatives taken in this direction.


Gujarat Right of Citizens to Public Services Bill 2013 passed unopposed

Gujarat Assembly today passed the Gujarat Right of Citizens to Public Services Bill 2013 unopposed. A new law as per this bill will give right to people for getting government services in prescribed time limit. People will get right for solution of their complain in this regard.

“If in prescribed period, services are not provided, the citizen will have right to file complain before an official appointed to handle such complains. If such official fails to resolve the issue, the citizen will be able to file complaint before local and later before the state level authority,” said Minister Nitin Patel.

“The state government will appoint Fariyad Nivaran Adhikari in all administrative offices as per need arises.Such official will receive the complains and resolve them in prescribed time period,” he further said.

The minister also said that in the case of failure to resolve the issue, the officer will be fined between Rs 1,000 to Rs 10,000. The amount of fine will be cut from his salary.

Gujarat Chief Minister Narendra Modi has been placed at no.2 position ahead of Sonia Gandhi who is on no.3 position. Rahul Gandhi has been placed at no.1 position as he is the center point of the ruling party in India presently. Last year, in same list, Modi was placed at no.14.

Interestingly Prime Minister Dr. Manmohan Singh has been placed at no.4 position followed by Chidambaram at no.5.

Gujarati business tycoon Mukesh Ambani is on no.12 position. The most powerful Congress man from Gujarat – Ahmed Patel is on no.14 position. Anil Ambani is on 29th rank.

Among a list of top 10 state bureaucrats in India, Gujarat Chief Minister office man K.Kailashnathan is no.1. Last year he was on no. 10 in India’s most powerful bureaucrats. This year, IE has separated the lists of most poweful state bureaucrats and national bureaucrats. Kailashnathan is scheduled to retire in May 2013. The Indian Express describes K.Kailashnathan this way: The most powerful bureaucrat in Gujarat. Popularly known as KK, the Additional Chief Secretary is CM Narendra Modi’s ‘ideas man’.

27 IAS officers transferred/promoted in Gujarat
