When Prime Minister Narendra Modi was Chief Minister of Gujarat, he approved a set of seven measures meant to make Personnel management in Gujarat modern, transparent, scientific, accountable and efficient, and today all seven measures are executed, said Shri K. Srinivas, IAS, Principal Secretary Personnel, General Administrative Department, Government of Gujarat today speaking at a function to launch System of Application of Technology for Human Resources Improvement(SATHI) application(HRMS).
K. Srinivas said, the seven measures then Chief Minister Narendra Modi approved ahead of the 73-day long model code of conduct in August 2012 were:
(1)10 years recruitment calendar
(2)Revised pattern of Civil service examination
(3)Strengthening of GPSC
(4)Revised Performance Appraisal System
(5)GUJSEVA – the pre recruitment eligibility test
(6)A separate cadre of IT( the Chief Minister approved it yesterday)
and (7) Gujarat model of Human Resources Management
He said the SAATHI system launched today(developed by Infosys) will connect 20,000 points in a work flow environment empowering the entire supervisory level of Gujarat government. At present the system covers 5 modules(training, recruitment, deployment,, performance assessment, benefit management, analytic), but by January next year it will operate 17 different processes.
K. Srinivas further said, in very short time the system will be expanded to 80,000 points coverage. He said the Government of India is examining this Gujarat initiative for its possible execution outside Gujarat.
Srinivas appealed officers to use the system on their own and not through their personal secretaries.
Sharing more details on the new system in presence of Chief Secretary, Chief Minister and senior Minister Nitinbhai Patel at Swarnim Sankul -1 the government official said all departmental exams could be conducted on this system. In government, the senior officer assign domain/sector to junior officer for posting after identifying his talent. Through the new system entire talent profile of an officer will be available on fingertips along with posting history, whom the officer was reporting during his posting, for how long, how many from within the system worked under/with him etc details. Live video conferencing through mobile/desktop/application will be possible on this system.
Intellectual Property(IP) rights of this system are with Gujarat government.
Chief Minister speaks
Chief Minister Smt. Anandiben Patel launched Human Resource Management System software for Personnel management called ‘SATHI’ (System Application of Technology for Human-Resources Improvement) at Swarnim Sankul in Gandhinagar. The HRMS application will ease the work of personnel management and also improve the efficiency of the same.
On this occasion, Chief Minister congratulated the General Administration department for launching SATHI application which would empower government officials and make services more transparent and result oriented. The application will boost the administration of Gatisheel Gujarat. She urged the officials to make optimum use of the application and avail the benefits of technology.
Important government information required for day-to-day admin activities like recruitment, training, transfers, etc. will be available online due to the SATHI application. The government officials will be able to avail latest government rules and notifications as well as benefits available for them in a simple way without any delay. The application will create profile of each government employee and update it with all the information of the person which can be utilized in deciding the transfers, in giving special assignments depending on his qualification and training and also ensure that no injustice is done to the employee. The application will save a huge chunk of human resource and time which could be diverted towards enhancing government’s pro-people initiatives and services.
